order bump classic format checkbox settings

The checkbox for order bumps is not editable meaning I can't change the position of it and it's out of alignment with the rest of the checkout module. It looks bad and can't be adjusted without css.
the same is true of the terms and conditions box, but I'll make a separate feature request for that
